The West Rail's average daily patronage has hit 100,000 to 110,000 since its opening in December last year but is still below the KCRC's forecast due to slower population growth in the region, Secretary for the Environment, Transport & Works Dr Sarah Liao says.
Responding to Lau Kwong-wah's query in the Legislative Council today, Dr Liao said the current North West New Territories population is 1.04 million - 130,000 less than KCRC's assumption in 1995-96.
Adjusted property development programme along West Rail stations due to the stagnant property market, low traffic demand due to the economic downturn and relatively high jobless rate in the past few years, as well as improved traffic situation along Castle Peak Road and Tuen Mun Road also lead to the low patronage, she added.
To enhance the rail's competitiveness, connectivity and interchange with Light Rail and other transport modes, KCRC has offered fare discounts and free interchange services.
While discussions with minibus and bus operators will continue to improve the rail's connectivity, KCRC will consider building additional footbridges and staircases to enhance passenger accessibility to the stations.
Dr Liao said statistics show that ridership is higher on weekends and holidays, and promotions will be launched soon to encourage passengers to take the rail service for fun and leisure.
