Obscene articles ordinance to be reviewed

Television & Entertainment Licensing Authority

The Television & Entertainment Licensing Authority will review the Control of Obscene & Indecent Articles Ordinance, covering areas like penalty, enforcement procedures, officer training and Internet surveillance.

 

Commissioner for Television & Entertainment Licensing Maisie Cheng said on a radio talk show today the authority was facing huge limitation in enforcement as many obscene websites have servers overseas or provide hyperlinks to overseas obscene websites.

 

Apart from strengthening surveillance, the authority will enhance Internet education for teenagers and their parents by co-operating with schools and non-governmental organisations. They will encourage parents to install filtering software in computers by providing free copies.

 

The authority will consider factors including an article's content and the tribunal's past classification results before sending it to the tribunal for classification.

 

Ms Cheng hopes to conduct regular public opinion surveys on the operation of the ordinance and prevailing social morality standards every three years.
