Updated poverty indicators due out in 2 weeks

The updated set of poverty indicators for 2005 will be released in about two weeks' time, Financial Secretary Henry Tang says, adding preliminary results suggest a general improvement across many districts.

 

Mr Tang told lawmakers today these macro poverty indicators are meant to give a broad indication of how the poverty situation evolves over time.

 

By identifying key areas for more focused study, they provide a useful reference for policy formulation, he said.

 

Bureaux and departments are also drawing reference to other information, including detailed and specific indicators at district level, relevant research and analyses, and consultation feedback, he said.

 

"For example, according to the data of the Social Welfare Department, although the total number of Comprehensive Social Security Assistance recipients has dropped slightly, there is an increasing trend of youths receiving CSSA in both absolute and proportionate terms. The duration of unemployed able-bodied persons receiving CSSA is also increasing."

 

The Commission on Poverty and the relevant bureaux are concerned about these trends, and will conduct more detailed research and analysis, he said.

 

The special training and enhancement programme for unemployed youths and district employment assistance trial projects will target those who are harder to employ, to help them find jobs and become self-reliant.
