Commuter relief: Financial Secretary Henry Tang says a transport subsidy for low-income commuters in four remote districts will get a trial run.

A trial scheme giving a transport subsidy to low-income commuters in four remote districts will be implemented next financial year to help the poor keep their jobs, Financial Secretary Henry Tang says.

Speaking after the Commission on Poverty meeting today, Mr Tang said Yuen Long, Tuen Mun, Islands and Northern Districts have been chosen for the trial, as they lacked job vacancies the most.

Though some commission members have suggested a monthly subsidy of up to $500 per person, about half the average transportation cost, Mr Tang said no details of the scheme like the setting of criteria for the low-income group have been formed.

Measures will help avoid abuse

He said the subsidy must be given to those in genuine need, and measures are needed to avoid abuse. The scheme will be reviewed later to ensure subsidies are effectively spent.

On the 2006-07 Budget, Mr Tang said he is confident of gaining the Legislative Council's support, as it has been thoroughly discussed and has struck the right balance among different sectors.

Noting that a lot of creative proposals on tax-relief measures have been received, he said these suggestions will be studied with Hong Kong's long-term benefit in mind.
