Around 11,200 fixed penalty notices were served to litterbugs from January to mid-June, the Food & Environmental Hygiene Department says.
It will launch a new promotion drive to combat highway littering.
Of the notices issued, 83.8% were for littering, 13.6% for spitting, 2.5% for unauthorised display of bills and posters, and 0.1% for allowing dogs to foul the street.
About 600 highway litterbugs were prosecuted from June last year to May this year.
As highway littering is one of the key cleanliness nuisances that needs to be addressed, radio announcements and large billboards warning road users not to toss litter onto highways will launch tomorrow.

The public can report highway littering by calling the department's hotline, 2868 0000.
The department will also launch a TV film tomorrow acknowledges the public's contribution in keeping a hygienic environment and encourages everyone to enhance the city's cleanliness.
Posters will be mounted throughout the city from mid-July to reinforce the keep-clean message.
