TVB-Galaxy transaction procedures approved

The Broadcasting Authority has approved procedures submitted by TVB and Galaxy Satellite Broadcasting to notify other licensees of transaction details between the two groups, including supply of programmes and channels.

 

At today's meeting, the authority also made revisions to TVB's open bidding process for the supply of TV programmes and channels.

 

These are part of the required procedures for implementing the firewall provisions between the two groups, to address inadequacies of the procedures and improve transparency of the process.

 

As TVB and Galaxy failed to notify details of a programme supply transaction between them in 2001, they were directed to make a belated notification to other licensees.

 

The authority also accepted TV Plus' revised plan to roll out 20 channels by October 31 next year.

 

Licensees urged to observe Code of Practice

On public complaints over advertisements for PCCW-NOW Broadband TV, which featured scenes of people smashing television sets, the authority considered the violence gratuitous and purely for dramatic attraction.

 

Licensees were given a strong advice to observe more closely the relevant Code of Practice on depiction of violence.

 

A second complaint concerned two alcohol advertisements, which started within and ran beyond the family viewing hours. The authority said it was unsuitable to broadcast these ads at such hours, and TVB was advised to observe the Code of Practice more closely.
