Closed-circuit televisions will be installed with local community support in hygiene blackspots. The move is to find out how and why persistent hygiene problems are caused and who is responsible.

The Government will also launch a Community Cleanliness Index to benchmark hygiene conditions in each of the 18 districts and track subsequent efforts to maintain or improve district hygiene conditions.

In a report released today, Team Clean said that district revitalisation schemes will be implemented to help shop operators comply with relevant laws and regulations, tidy up sites and improve pedestrian access.
