The Social Welfare Department, with the Department of Health and the Hospital Authority, will review matters arising from the SARS outbreak, including the notification mechanism, isolation facilities as well as the community geriatric assessment service for elderly homes.
Announcing the move in the Legislative Council this morning, Director of Social Welfare Carrie Lam said the Government's long-term objective is to have these homes operated in purpose-built premises to provide quality services and prevent the spread of disease.
A number of initiatives have been launched to achieve the target.
On the proposed change of residence requirements for social security benefits, Ms Lam said the move, generally accepted by the public, will facilitate better allocation of public resources and provision of an effective and sustainable safety net for the financially vulnerable.
It is anticipated 18% of the new arrivals may apply for the comprehensive social security assistance. In exceptional circumstances, the director can exercise discretion and grant assistance to a person who does not meet the new requirement.
The Government will seek Finance Committee approval on June 27 to implement the proposal on January 1.
