A senior police officer was killed this morning at the height of a severe flood when he was washed away while on call to help others during the red rainstorm.

A joint search and rescue operation was conducted by the Fire Services, Police and Government Flying Services Officers to locate him just before 8 am.

The 47-year-old senior inspector disappeared in the flood during a rescue attempt in Lin Ma Hang,Ta Kwu Ling. He was found near a pumping station at 2.15pm and air lifted to Tuen Mun Hospital where he was certified dead.

His colleague, who was involved in the rescue was also injured. He is under observation at the North District Hospital.

Senior Government officials have expressed their sadness on hearing of Mr Leung's death.

"Mr Leung exemplified the bravery and selfless devotion of a policeman who sacrificed his life while faithfully carrying out his duty. He is worthy of our highest respect," said Chief Executive Tung Chee Hwa.

"I extend my deepest sympathy to his family and colleagues. The Government would make every effort to help his family during this time of sadness," Mr Tung said.

"A committed police officer has died on duty. I wish to express my deep grief and convey my deepest condolences to his family," Secretary for Security Regina Ip said.

Commissioner of Police Tsang Yam-pui also extended his condolences to Mr Leung's family, and said full support will be rendered to them through this sad and difficult period.

Members of the Force will take great pride in Mr Leung's courage and dedication, he added.

Mr Tsang expressed his thanks to all those who had taken part in life-saving operations during this morning's torrential rain, in particular those who helped in the search for Mr Leung and Mr Fung.

Secretary for the Civil Service Joseph Wong said: "I am deeply grieved by the death of Mr Leung. He lost his life while trying to save people in a flooding incident. I offer my most sincere condolences to Mr Leung's family. His act of bravery deserves our greatest respect."

Mr Wong added that the staff of the Civil Service Bureau's Staff Relations Division would provide every assistance to Mr Leung's family.

From midnight up to 5pm, 87 floods were reported. There were 71 in the New Territories, 12 in Kowloon and four on Hong Kong Island. Fire Services Officers had rescued 19 people.

The rain also caused 18 landslides across the territory, but no casualties were reported.

The Home Affairs Department has opened 11 temporary shelters for people affected by the rainstorm and landslides.

All rainstorm warnings were lowered at 3.20pm.
