Integrated solid waste treatment facilities are being considered by the Government, Permanent Secretary for the Environment, Transport & Works (Environment) Keith Kwok says. The facilities include a mechanical biological treatment plant and an incinerator.

Mr Kwok today said the proposed approach will be built upon and complement existing efforts to promote waste reduction and recovery. Waste will be reduced as far as practicable through various measures such as community education and economic incentives.

In view of the urgency of Hong Kong's waste problems, he said a clear direction on technologies to manage municipal solid waste is necessary.

The Environmental Protection Department has devoted a lot of efforts in enhancing community involvement through campaigns and partnerships with green groups, which need to be complemented by economic incentives such as product responsibility schemes to enhance the recovery, recycling and reuse of waste.
