Broadcasting Authority

The Broadcasting Authority has given advice to Asia Television (ATV) and Commercial Radio over breaches of the Broadcasting Ordinance and the Radio Code of Practice on Programme Standards.

 

ATV reported to the authority the aggregate advertising time in the 9pm to 10pm slot on its Home channel on December 21 and 30 last year exceeded the statutory limit of 10 minutes by 30 seconds and five seconds.

 

The authority said ATV was in breach of the provision in the ordinance on advertising time restriction. ATV was advised to observe the provision more closely and submit a report on the staff training programme within two weeks of the completion of the training.

 

The authority also received 124 complaints about Commercial Radio programme On a Clear Day broadcast from 6am to 10am on January 22, 23 and 30 and February 2.

 

The authority said the programme host had not taken special care in his use of language in the edition of the programme on January 22 which was capable of adversely affecting the reputation of an individual and the licensee was in contravention of the code of practice. The authority advised Commercial Radio to observe more closely the relevant provision in the code.

 

In February the Commissioner for Television & Entertainment Licensing dealt with 109 cases under her delegated authority, of which four cases were classified as minor breaches and 61 were unsubstantiated. The remaining 44 cases were held to be outside the ambit of the Broadcasting Authority Ordinance.
