Chief Executive Donald Tsang says Hong Kong should strengthen communication with the Central Government, provinces and municipalities when facing the irreversible trend of economic integration with the Mainland.
The Government will take action to develop working mechanisms to prepare for the National 12th Five-Year Plan starting next year.
Mr Tsang said Hong Kong can benefit from having a better understanding of the latest developments of the region and the directions of socio-economic development in the Mainland, to set the stage for long-term development.
The co-operation with Shenzhen, Guangdong Province as well as Pan-PRD provinces and municipalities is also on top of the list.
The Government has exchanged views with Shenzhen authorities on developing a joint world-class metropolis. The two sides are already discussing airport collaboration and the development of the Lok Ma Chau Loop.
Co-operation with Guangdong, especially in infrastructure development and environmental protection, will be enhanced and service support for economic transformation and industry upgrades in the province will be provided.
Hong Kong and Guangdong Province will also jointly promote regional co-operation in the Pan-PRD; assist Hong Kong enterprises in the Pan-PRD in enhancing technology, and facilitate their brand building; and consolidate Hong Kong's leading position in financial services, trade, logistics, tourism and professional services.
