The proposed development parameters for the Kai Tak cruise terminal project will ensure the successful bidder's performance in both the project's technical and operational aspects, Commissioner for Tourism Au King-chi says. The project will generate up to $2.2 billion worth of economic benefits a year.
She said on a radio show today that the project's tendering exercise will start once town planning procedures are completed in October. Tender proposals will be assessed under a 30:70 weighting ratio for financial and non-financial criteria.
Miss Au said the terminal's first berth is slated to open in February 2012 while the second should be commissioned within three years upon a demand letter issued by the Director of Lands. The target date is beyond 2015.
She said the successful bidder will be given flexibility in developing the project. To govern its performance an interdepartmental steering committee will be formed to monitor implementation of the land lease after the tender award. The successful bidder will also be required to enter into a service agreement with the Government.
Miss Au said the $3.2-billion project will spawn up to 10,900 jobs. The number of people using local cruise facilities surged 30% last year to 410,000.
On safeguarding tourists' interests, Miss Au said the measures set earlier to better control travel agencies and tour guides have begun to bear fruit, adding that exchanges will be held with China National Tourism Administration to explore ways to further tackle any malpractice.
