Four bids have been received for the design-and-build contract of the Tamar Development Project. The Administration Wing says the tender evaluation stage will begin and arrangements will be made to display tenderers' design models.
The four tenderers are:
* China State-Leighton-Yau Lee Joint Venture;
* DHK-CRCC Tamar Joint Venture;
* Gammon-Hip Hing Joint Venture; and,
* Paul Y-Shui On Joint Venture.
The Government will launch the public viewing exercise as soon as it has completed formalities, like verifying the display materials against the tender submissions, tentatively in late March.
Selection board
Views collected will be analysed by an independent consultant and presented to the Special Selection Board for consideration. The board will be the sole and final authority for assessing and marking tenders and deciding on the award of contract.
It will assess the tender submissions against a comprehensive list of criteria set out in the tender document. Quality considerations will take up 60% of the overall score while price considerations will take up the remaining 40%.
The board is chaired by Chief Secretary for Administration Rafael Hui. Members are Rita Fan, Miriam Lau, Professor David Lung, Alan Lai and Rita Lau.
The design-and-build contract is expected to run for 39 months. The Government plans to award the contract in 2007, and complete the project around the end of 2010.
