Ship magnet: More service anchorages will be set up early next year to expand Hong Kong's mid-stream cargo-handling capacity.

Port users will see its operation procedures streamlined and port fees and charges cut early next year, to draw more river and transshipment cargo to Hong Kong, Secretary for Economic Development & Labour Stephen Ip says.

 

He told lawmakers a medium-sized vessel stopping in Hong Kong for two days will save 25% in anchorage charges while a river-trade vessel using the multiple-entry permits can save up to 50% of the cost. Meanwhile, more service anchorages will be set up to expand the mid-stream cargo-handling capacity.

 

Mr Ip stressed in the light of neighbouring ports' rapid development, Hong Kong has to grasp emerging business opportunities in the Pearl River Delta region and maintain its position as the leading trading and logistics hub.

 

To enhance Hong Kong port's competitiveness, Mr Ip said suitable container-terminal back-up land will be made available to meet port operational needs. The first two barging facilities will be put up for open tender early next year.

 

The Digital Trade Transportation Network will also be launched soon to offer an open, neutral, secure and reasonably priced e-platform to facilitate information flow along the supply chain in an efficient and reliable manner.

 

Assessment of northwest Lantau to begin soon

He said studies would soon begin to assess northwest Lantau's environmental suitability for the development of Container Terminal 10 and to determine the optimal timing for its construction. The port-expansion options will be reviewed when more data are available. 

 

Mr Ip said dialogue among relevant parties will continue to enhance the transparency of terminal handling charges and the charging mechanism.
