The fine-tuning of medium-of-instruction arrangements in secondary schools is a school-based initiative, Secretary for Education Michael Suen says, adding a school language policy should be devised for the ultimate good of students.

 

Attending a workshop on whole-school language policy today he said a school should consider its own circumstances in deciding the medium of instruction.

 

A school's language policy should be curriculum-based and cover various content subjects, he said. Thorough planning will be necessary and a high degree of transparency involving stakeholders' participation is essential.

 

While the school management should have a clear understanding of the rationale behind the school's language policy, preparation and participation of teachers are equally important, Mr Suen added.
