Chief Executive Donald Tsang has reiterated the passage of the 2012 constitutional reform package will create a better political system benefiting all Hong Kong citizens.
On Radio Television Hong Kong's Letter to Hong Kong broadcast today, Mr Tsang said the run-up to the Legislative Council's vote on the package will bring heated political debate in the coming weeks.
"Different political groups, as well as individuals, have been trying to convince the public their vision for Hong Kong's political future represents the best way forward. But there comes a time when we need to bridge our differences to forge consensus for the overall benefit of Hong Kong. Now is such a time. Now is the time to act," Mr Tsang said.
This year Hong Kong faces a similar situation to that in 2005, he said. While in most opinion polls, the Government's package enjoys majority community support, so far it has not secured sufficient votes among lawmakers required to approve the package.
"My administration will be doing whatever we can to promote our package because we believe it is a good package. We will be lobbying our legislators hard for their support," Mr Tsang said, adding he and his political team are going directly into the community and trying different ways to explain to people the reform's significance.
From handing out flyers on the streets to inviting a legislator to an open, televised debate, the Government also launched a community-wide campaign with the theme "Act Now" yesterday.
"It is a call to action. Our constitutional system has been stagnant for too long. It is time to move forward. It is also time for those who care about our constitutional progress to break their silence and to take a stand. Tell your legislators. Post a letter. Write an email. Make a phone call. It all counts. It can all make a difference," he said, adding the package is a vital step forward towards greater democracy and universal suffrage.
