Secretary for Constitutional & Mainland Affairs Stephen Lam believes the public have accepted the One Country, Two Systems formula as stated in the Basic Law and feel it benefits Hong Kong.

 

He said some political parties which propose a resignation of legislators in five geographical districts, using words like "uprising". He urged political parties not use such radical language.

 

Mr Lam was responding to the media today after a forum, and said the Government will act according to the law regarding the composition of the Legislative Council and associated electoral matters.

 

"Under the Basic Law there is no system of 'referendum'. What we have is a system which requires tripartite consensus to roll forward democracy for Hong Kong - two-thirds majority passage by LegCo, consent by the Chief Executive and endorsement by Beijing," he said.
