Chief Executive Donald Tsang says he is deeply saddened by the death of Professor Harry Fang and extends his condolences to his family.
"Professor Fang was one of the most public-spirited [people] I have known. He is highly respected for his extensive and outstanding public service, in particular his invaluable contribution to social and rehabilitation services," Mr Tsang said.
Prof Fang served as an ex-officio member of the Legislative and Executive Councils. He was awarded the Grand Bauhinia Medal in 2001.
"A man of high integrity and pleasant personality, he served with humility, commitment, professional excellence and enormous energy. He has left a lasting legacy in both Hong Kong and abroad. The community will miss him sorely," Mr Tsang said.
