Chief Secretary Henry Tang has called on the Legislative Council to adopt immediate, decisive and effective measures to ensure Government officials are not subject to unruly behaviour during LegCo meetings.
Mr Tang made the call today after Financial Secretary John Tsang was interrupted by several legislators while delivering his Budget speech February 25.
Mr Tang sent a letter to LegCo president Jasper Tsang after the incident expressing the Government's deep regret and grave concern over the incident. The president replied today saying such behaviour is not the accepted norm of LegCo and he is taking a serious view of the matter and will consult the House Committee chairman on whether and when the committee should be invited to consider if the current Rules of Procedure should be amended.
"We note most LegCo Members have condemned the behaviour or described it as regrettable. Some political parties have suggested discussing the incident at the LegCo Committee on Rules of Procedure," Mr Tang said.
"We note public opinion was generally of the view such behaviour should not be condoned. Some members of the public have already lodged complaints with LegCo. We are closely monitoring developments in this matter. The administration will continue to engage LegCo with respect and professionalism. We will endeavour to work closely with LegCo to serve the public."
