Any registered geographical constituency voter aged 21 or above who has ordinarily lived in Hong Kong for the last three years can be nominated. Nominees must submit nomination forms subscribed by 10 registered voters of the constituency. Each voter is allowed to subscribe to only one nomination.

The nominee must personally hand in their completed form together with an election deposit of $3,000 to the returning officer within the nomination period. Nominations are accepted 9am to 5pm Monday to Friday, and 9am to noon Saturdays.
