45.2% of voters turn out for LegCo poll

Fair poll: Electoral Affairs Commission Chairman Justice Pang Kin-kee meets reporters after the announcement of all election results.

A total of 1,524,249 electors cast their votes in the 2008 Legislative Council election, representing a turnout rate of 45.2%, about 10 percentage points lower than in the 2004 election.

 

The turnout rate of the functional constituency election is 60.3%, lower than the 70.1% in the previous poll. For election results, click here.

 

Speaking to reporters after the announcement of all election results, Electoral Affairs Commission Chairman Justice Pang Kin-kee said the election was concluded successfully in an open, honest and fair manner.

 

"I consider the counting of votes efficient, and the commission is satisfied with the overall electoral arrangements."

 

Arrangement review

The commission will review various electoral arrangements and study how to improve them further. A report will be submitted to the Chief Executive within the next three months.

 

About 2,000 complaints have been received so far. Among them, about 500 cases are related to election advertising, 240 to noise nuisance, and about 50 to exit polls. The complaints will be dealt with in accordance with the existing procedures, Justice Pang said.

 

Investigations could not substantiate complaints that people were impersonating Government staff to conduct exit polls.

 

Electors' decision

Chief Executive Donald Tsang said the turnout is a decision by the electors themselves and he respects their decision and judgment.

 

"The preparatory work for this year's election is no less intense and no less well prepared than the previous election in 2004. So the outcome is a matter of decision and judgment of individual electors."

 

He will meet the newly elected lawmakers soon to gauge their views on his upcoming Policy Address.

 

Secretary for Constitutional & Mainland Affairs Stephen Lam said the turnout rate is acceptable and will provide an adequate basis for the city to roll forward Hong Kong's democratic development.
