Justice Woo quits HKIEd inquiry

Justice Woo Kwok-hing has stepped down as Commissioner and Chairman of the Commission of Inquiry on Allegations relating to the Hong Kong Institute of Education. The decision was made after the commission heard submissions from both sides last night.

 

"I am keenly aware of the community's concern over the allegations relating to the Hong Kong Institute of Education. The decision will remove the remotest doubt on the impartiality of the inquiry," Justice Woo said.

 

The Government does not feel the contact Justice Woo and Independent Commission Against Corruption Commissioner Fanny Law have had in exercising their duties under the Interception of Communications & Surveillance Ordinance can indicate a real possibility that he would be biased when sitting as the commission chairman. However, it said it understood Justice Woo's caution in such an important and sensitive matter, and respects his decision.

 

Urgent steps will be taken to appoint another commissioner. Lee Jark-pui's position as commissioner has not been challenged.
