The State Council has, on Chief Executive Donald Tsang's recommendation, approved the appointment of Fanny Law as Independent Commission Against Corruption Commissioner. She will trade posts with Raymond Wong who will become Permanent Secretary for Education & Manpower.

Mr Tsang said today that Mrs Law is a seasoned civil servant who has worked with dedication and devotion in the Education & Manpower Bureau in recent years, making notable policy contributions to Hong Kong's education and manpower development.

"She has extensive experience in public administration and well-proven leadership and management skills. With her distinguished abilities and strong sense of justice and responsibility, I am confident she will lead the commission to continue its good work in maintaining a clean and corruption-free environment for the community."

Mrs Law said she is pleased with the appointment and proud to work with the commission, which is professional and dedicated to serving the community.

"I will lead the commission's work in a strictly legal and impartial way, and to continue the work of Sir Jack Cater and other former commissioners, making Hong Kong one of the cleanest and fairest places in the world."

Secretary for Education & Manpower Professor Arthur Li praised her contributions in implementing education reforms, saying she is an outstanding civil servant.

Mrs Law, 53, joined the Government in 1975 as an Executive Officer, and was appointed to the Administrative Service in 1977. She rose to her present rank of Administrative Officer Staff Grade A1 in 2001. She worked as Secretary for Education & Manpower from 2000 to 2002, and has been Permanent Secretary for Education & Manpower since.

Meanwhile, Secretary for the Civil Service Denise Yue said Mr Wong is a veteran administrative officer with rich experience in public administration. She said she is confident he will continue to serve the community with professionalism and dedication in his new post, and competently lead his office to meet the challenges ahead.

Mr Wong, 49, joined the Administrative Service in 1980. He was Deputy Secretary for Security from 1997 to 2001 and Commissioner of Customs & Excise from 2001 to 2003, and ICAC Commissioner since.
