Roger Tupper named Director of Marine

New director: Roger Tupper will succeed Tsui Shung-yiu as Director of Marine from March 6.

Deputy Director of Marine Roger Tupper will succeed retiring Tsui Shung-yiu as Director from March 6, the Civil Service Bureau says.

 

Secretary for the Civil Service Denise Yue expressed confidence in Mr Tupper's appointment, saying he has proven leadership and administrative skills, and profound professional knowledge in maritime and shipping issues.

 

Mr Tupper, 54, joined the Government as a Marine Officer in August, 1980. He was promoted to Senior Marine Officer in June, 1990, to Principal Marine Officer in October, 1993, to Assistant Director of Marine in November, 1996, and to Deputy Director of Marine in October, 2002.

 

"I am confident he will lead the Marine Department in facing the challenges ahead and delivering high-quality services to the public. I look forward to seeing the Department go from strength to strength under Mr Tupper's leadership," Miss Yue said.

 

"I would also like to thank Mr Tsui for his dedicated and meritorious service in the Government over the past 27 years. I wish him a happy retirement."

 

Mr Tsui, 59, joined the Government as a Surveyor of Ships in April, 1978. He rose through the ranks to Senior Surveyor of Ships in April, 1982, to Principal Surveyor of Ships in January, 1988, to Assistant Director of Marine in April, 1990, and to Deputy Director of Marine in March, 1995. He has been the Director of Marine since March, 1998.

 

He will proceed on pre-retirement leave on March 6 after more than 27 years of Government service.
