Accountability system should continue

Hong Kong's constitutional and accountability systems should continue to develop, regardless of the identity of the new chief executive, Secretary for Civil Service Joseph Wong says, adding there will be no U-turn in the two issues.

 

Speaking on a radio talkshow today, Mr Wong said the introduction of the accountability system is in line with global political development. He said such a system will further develop and consolidate in future.

 

Outdated

Noting the old administrative system brought by the colonial government will no longer work, he said the policy of separating principal officials from the civil servants is a correct decision.

 

When asked whether the Government will create the posts of deputy secretary, Mr Wong said the issue should be decided by the new chief executive.

 

He said civil servants will render full support to the new chief executive to maintain good governance and social stability. He added that many civil servants consider Acting Chief Executive Donald Tsang a suitable candidate for the chief executive post.

 

No-pay leave

The Government plans to introduce a scheme next month to allow civil servants of selected grades to take no-pay leave for up to three years.

 

Noting the scheme aims to allow staff to further upgrade themselves, he estimated that staff of about one hundred grades will be eligible to apply.
