Chief Executive Tung Chee Hwa expects to see measures to improve governance come to fruition within three years.

Taking media questions after giving his 2005 Policy Address today, Mr Tung said improving governance is a constant process and that the Government is learning from the lessons of the past.

"Over the last 18 months, myself and my colleagues in the Government spent quite a lot of time looking at governance, looking at how we can improve ourselves, how to move with the people, and I think you could see tangible evidence of that, but I think more important is that over the next two and a half years you will be able to see what we will be doing, how we be able to deliver the pieces in this policy address, and then I think we would be able to convince you that 'these guys are really moving forward'," he said.

"In the next two and a half years we are going to be pragmatic in our work. If there are issues that cannot be tackled because of a lack of consensus, then we will try to seek consensus. If there are certain things that are a long way away from any possible consensus, then we would have to examine these issues."

Mr Tung said Hong Kong must maintain its long-tem prosperity and stability, which is the target of the One Country, Two Systems formula. It will also avoid bringing concern to the Central Government.
