Speaking out: Chief Secretary for Administration Donald Tsang calls on the community and the press to continue airing their views on constitutional issues.

Hong Kong's core values include the freedom of speech and no one should be intimidated by others.

This was the message today from Chief Secretary for Administration Donald Tsang who urged people to continue forwarding their views on Hong Kong's constitutional development.

Speaking at a seminar on constitutional development organised by the Central Policy Unit, Mr Tsang said that in a pluralistic society, people can still work together even if they disagree.

He stressed the Government has zero tolerance for violence against anybody.

Mr Tsang said more than one hundred participants joined the seminar and he was encouraged that all of them were determined to find a common solution.

"This really reflects the maturity of the people in Hong Kong. And I'm very particularly encouraged that the way they are handling it, we're able to come out with various options later on in the day. "

Mr Tsang said the Constitutional Development Task Force will organise more similar seminars for people who have not had the opportunity to participate in the seminar.
