A three-member independent panel has been formed to inquire into the incidents relating to the Equal Opportunities Commission.
Chaired by Open University President Emeritus Tam Sheung-wai, the panel will submit its report to the Secretary for Home Affairs in nine months.
Other panel members are Ernst & Young's Far East, China & HK Chairman Anthony Wu and accountant Fanny Lai.
The panel will study the appointment and termination of employment of Patrick Yu as the commission's Director (Operations) and related issues.
It will also inquire into the incidents which have affected the credibility of the commission and to make recommendations on measures to restore such credibility.
The report will be made public.
