Views sought on outline of report against torture

The Government is inviting public views on the state of implementation of the Convention Against Torture & Other Cruel, Inhuman or Degrading Treatment or Punishment in Hong Kong.

 

The Central People's Government plans to submit its combined fourth and fifth periodic reports under the convention to the United Nations in 2005. The Hong Kong Government has been asked to prepare its second report under the Convention for incorporation into China's report.

 

The Government is seeking public views before the report is written. To facilitate comments on the range of issues the convention covers, the Government has prepared a bilingual draft outline of the report, indicating the topics it proposes to address and inviting public comments on Hong Kong's performance under the convention since the release of its initial report in 1999.

 

The public is welcome to suggest the inclusion of additional comments and comment on Hong Kong's performance in regard to them.

 

Deadline: June 18

Copies of the draft outline can be obtained from the Home Affairs Bureau and District Offices. It is also available on the bureau's homepage.

 

Members of the public who wish to express their views can write to the Secretary for Home Affairs, Home Affairs Bureau, 31st Floor, Southorn Centre, Wan Chai, Hong Kong on or before June 18. They can also submit their views by email, to as_4@hab.gov.hk.
