Important issue: Chief Executive Tung Chee Hwa says the principle of an executive-led system is an important part of Hong Kong's political structure.

The principle of an executive-led system is an important part of Hong Kong's political structure and any constitutional changes should always be in line with this principle, Chief Executive Tung Chee Hwa says.

Mr Tung said today the principle matters recently raised by the Central Government are very important issues.

"If our constitutional development complies with these principles, we can ensure the successful implementation of the One Country, Two Systems concept," he said.

"It will also protect Hong Kong people's interest and maintain the long-term prosperity and stability of Hong Kong."

Mr Tung said most Hong Kong people love our country and our city, and will not do anything to undermine the interests of the two jurisdictions.

Patriots should manage Hong Kong

The Central Government has expressed its views on the principle matters through various means and has indicated that 'two systems' is premised on 'one country'. It also thinks patriots should form the main body of people responsible for managing Hong Kong's affairs.

Patriots respect our nation, sincerely support One Country, Two Systems, and do not undermine the interests of Hong Kong and the country.

The Central authorities indicated that we should take various sector's interests into consideration when introducing constitutional changes. Such development should also be in line with the principle of 'gradual and orderly progress' and we should consider our actual situation.

Urging our community to discuss the issues rationally and calmly, Mr Tung stressed that a serious and thorough discussion on the subject will benefit the whole community.
