Andrew Liao has been appointed Chairman of the ICAC Complaints Committee for two years, while Anna Chow and Wong Mee-chun have been made members.
They are among the appointments to six ICAC committees announced today. All appointments are effective from January.
Tommy Cheung and Fred Li have been reappointed as members.
The committee monitors the handling of complaints against the ICAC, reviews its procedures and practices and makes recommendations when necessary.
Advisory Committee on Corruption
Edward Cheng is appointed for two years as a new member. Moses Cheng, who is Chairman of the Citizens Advisory Committee on ICAC Community Relations, will also serve on the corruption committee in that capacity. Dr Raymond Ch'ien has been reappointed for one year as Chairman. Sin Chung-kai and Peter Wong have been re-appointed for two years as members.
The committee advises the ICAC Commissioner on any aspect of the problem of corruption in Hong Kong and keeps the operational, staffing and administrative policies of the ICAC under review. The Committee also draws to the Chief Executive's attention any special aspect of the work of the ICAC or any problem encountered.
Citizens Advisory Committee on Community Relations
With Moses Cheng as Chairman, Michael Chan, Cecilia Chen and Dr Maurice Tse are new members. Chan Bing-woon and Shirley Loo have been reappointed as members. All appointments and reappointments are for two years.
The committee advises the Commissioner on appropriate measures to foster public support in combating corruption and to educate the public against the evils of corruption. It also monitors community response to the ICAC's work and public attitudes towards corruption in general.
Corruption Prevention Advisory Committee
Dominic Ho has appointed as a new member for two years.
The committee receives and calls for reports from the ICAC Corruption Prevention Department about practices and procedures of Government departments, public bodies and the private sector with a view to preventing corruption in the different sectors, and advises the Commissioner, ICAC on the areas that should be examined and the degree of priority accorded.
Operations Review Committee
Marvin Cheung, Professor John Leong and Michael Sze have been appointed as new members for two years. Robert Kotewall has been reappointed as a member.
The committee monitors the work of the ICAC Operations Department. It reviews corruption complaints received and investigations conducted to ensure they are handled effectively and efficiently. It also examines circumstances where search warrants are authorised by the Commissioner.
Witness Protection Review Board Panel
Marvin Cheung, Professor John Leong and Michael Sze have been appointed as new members, and Robert Kotewall re-appointed as a member.
The board is responsible for, upon request of an aggrieved person, reviewing the decision by the approving authority of not including that person in a witness protection programme, terminating the person's protection as a participant in the witness protection programme and not establishing a new identity for the person as a witness protection programme participant.
