The Commerce, Industry & Technology Bureau's Gracie Foo will become Office of the Telecommunications Authority Deputy Director-General late next month.
Ms Foo is the Principal Assistant Secretary of the bureau's Communications & Technology Branch, responsible for telecommunications policy.
She has worked in telecommunications for nearly five years and has assisted in formulating a number of major policies and laws for the sector.
They include the implementation of the full liberalisation of the telecommunications market, the licensing of third generation (3G) mobile services and the introduction of legislation for regulating merger and acquisition activities in the telecommunications market.
She joined the Government as an Administrative Officer in 1987. Before she took up the bureau post, she gained extensive administrative experience in different departments, including the Finance Bureau, the HK Economic & Trade Office in Toronto and the New Airport Projects Co-ordination Office.
Ms Foo holds a Bachelor of Social Science degree from the University of Hong Kong.
