Poverty commission meets

January 24, 2025

Chief Secretary Chan Kwok-ki today chaired the second meeting of the sixth-term Commission on Poverty, during which its members were briefed on the proposed outline of the “Report on Impact of Targeted Poverty Alleviation Strategy in Hong Kong”.

The report is intended to reflect the content and impact of the Government's poverty alleviation strategy. This includes analysing the characteristics, difficulties and needs of targeted groups, formulating key performance indicators, monitoring progress, and evaluating the effectiveness of poverty alleviation projects.

The Government will draft the report in accordance with the proposed outline and consult the commission on various details. The report is expected to be released in the first half of 2026.

At today’s meeting, members also were briefed on preliminary analysis from the “Thematic Household Survey on Health, Elderly Care & Social Inclusion in 2024.”

The commission also took note of the progress and financial status of assistance programmes funded by the Community Care Fund (CCF). As of the end of November, the fund had endorsed 69 assistance programmes, covering health, education, welfare, home affairs, and housing. The beneficiaries included children, seniors, people with disabilities, medical patients, new arrivals and ethnic minorities.
