Revised estate marking begins Dec 1

November 25, 2024

The Housing Authority (HA) announced today that it will implement the enhanced measures of the Marking Scheme for Estate Management Enforcement in Public Housing Estates from December 1.

Under the enhanced measures, three new misdeed items will be added, one of which entails feeding feral pigeons or other wild animals, which carries seven penalty points.

Hanging or placing objects with potential risk of falling from height outside the window, balcony or façade will also carry seven penalty points and the application of a warning system.

The other item added, which carries 15 penalty points, is resisting or obstructing the HA or person(s) authorised by the authority in the execution of their duties in accordance with the Housing Ordinance or other statutory requirements, or policies imposed by the HA.

The authority said it will step up publicity on the revised marking scheme and remind households in such estates to be public-spirited and empathetic to their neighbours.
