Power supply incident probed

The Electrical & Mechanical Services Department has requested CLP Power Hong Kong to submit a detailed report within four weeks in relation to a power supply incident that occurred today.

 

The incident happened in some areas in Kowloon and the New Territories at around 1.29pm, and the department received a notification in relation to it from CLP Power at around 2.01pm, in accordance with the established mechanism.

 

According to the notification, a brief voltage dip was recorded in CLP Power's 400kV power supply system in Tuen Mun, during which there was no interruption to the power supply.

 

As the voltage dip occurred in a high voltage system, a brief voltage dip resulted from the incident. Nearby electricity customers may have experienced dimming or flickering in their lighting systems, while some electrical installations sensitive to voltage changes, such as lifts, may have suspended operations due to the activation of protection systems.

 

The brief voltage dip was preliminarily suspected to be related to an equipment fault in Black Point Power Station.

 

As the Government is very concerned about several recent voltage dip incidents, the Environment & Ecology Bureau has requested CLP Power to provide an explanation and take effective improvement measures.

 

Additionally, The Electrical & Mechanical Services Department has been instructed to step up the monitoring of the company’s technical and electrical safety performance.

 

As regards this incident, the department immediately followed up with CLP Power and deployed staff to the scene to conduct an assessment. It has also requested the company to identify the cause of the incident and submit a detailed report.

 

Furthermore, the department requested registered lift contractors to report on the situation of the affected lifts, and send staff to affected areas to help release the trapped lift passengers and reset the lifts.

 

The department will continue to maintain close contact with CLP Power and urge the company to conduct appropriate follow-up work.
