CE, students discuss Policy Address

November 10, 2021

Chief Executive Carrie Lam today visited Sha Tin Government Secondary School to present 2021 Policy Address information kits to representatives of primary and secondary schools and take part in an exchange session with students.

Mrs Lam introduced the content of the 2021 Policy Address to about 90 students of Sha Tin Government Secondary School and Ma Tau Chung Government Primary School Hung Hom Bay. About 2,000 students from 30 government secondary schools and five government primary schools joined online.

She also listened to their views and addressed their questions.

Receiving an enthusiastic response, the exchange session lasted more than an hour. Among the students who spoke, many were interested in the development of the Northern Metropolis, while others voiced views and raised questions on areas ranging from land and housing, innovation and technology, reduction of carbon emissions, culture and arts to “one country, two systems”, Constitution and Basic Law education and national security.

With the National Security Law’s enactment and the improvement of the electoral system, “one country, two systems” is back on the right track, said Mrs Lam in reply to the students’ questions, stressing that as Hong Kong is ushering in a new era, it is time to start anew and plan for the future.

The Northern Metropolis, as the highlight of the 2021 Policy Address, is crucial to promoting innovation and technology and modern service industries, and will enhance co-operation between Hong Kong and Shenzhen, she emphasised.

There will be plenty of job opportunities which will provide unlimited room for young people’s development, she added.

Pointing out that Hong Kong is striving to achieve carbon neutrality before 2050, and will actively promote deep decarbonisation, she encouraged the youth to take part in the related efforts.

To help students better understand Hong Kong’s social and economic development in the future, Policy Address information kits, in both Chinese and English, will be delivered to about 1,200 primary, secondary and special schools by the Education Bureau from tomorrow.

The kit comprises the Policy Address, the Policy Address Supplement, the report on the Northern Metropolis Development Strategy, Hong Kong 2030+: Towards a Planning Vision & Strategy Transcending 2030, Hong Kong’s Climate Action Plan 2050, factsheets on the eight international centres or hubs charted for Hong Kong’s development in the nation’s 14th Five-Year Plan, the legislative proposals for the seventh term of the Legislative Council and three related pamphlets.
