Secretary for Security TK Lai says the Security Bureau and Immigration Department will create new directorate posts to lead a review on the city’s non-refoulement policy.
Speaking to reporters today, Mr Lai said non-refoulement cases have been rising sharply and that the Government must find ways to handle the situation more effectively.
The new posts will last for three years, but that does not mean it will take three years to reach a decision and measures will be implemented as soon as possible, he added.
On the disappearance of a Causeway Bay bookseller, Mr Lai said the Police have made enquiries to Mainland law enforcement agencies.
The Government has spoken with different levels of Mainland authorities and relayed the Hong Kong people’s concerns, he said.
