A large-scale inter-departmental exercise was completed today to test the effectiveness of Hong Kong's counter-terrorism capabilities and enhance the awareness, co-ordination and response capabilities of government agencies.
It started on November 2 and encompassed drills on intelligence co-ordination and development, communication and notification protocols, and featured field deployments, as well as desktop exercises.
The exercise involved a simulated terrorist plot by a fictitious foreign extremist group to launch an attack in Hong Kong.
The terrorist threat level of Hong Kong was raised from "moderate" to "high" during the exercise, triggering the implementation of measures under the various departmental contingency plans.
Organised by the Security Bureau, 40 agencies and stakeholders took part, including Police, the Immigration Department, the Customs & Excise Department, the Fire Services Department, the Civil Aviation Department and the Marine Department.
While Hong Kong's terrorist threat level remains moderate, the Government will continue to work on boosting the city's counter-terrorism capability to ensure swift and effective response to any emergencies, the bureau said.
