Police are concerned about people in protest areas not abiding by the law.
Police Public Relations Branch Senior Superintendent Kong Man-keung told a press briefing today that some protesters openly deny their legal liability, claiming they have not breached any laws.
He said no-one is above the law, and the illegal behaviour in protest areas is eroding the rule of law.
Speaking on allegations about Police using excessive force, Mr Kong said officers follow stringent guidelines and will only use the minimum force required.
Police have received 1,375 complaints related to the Occupy Central movement.
The Complaints Against Police Office will investigate the matters and report to the Independent Police Complaints Council.
