Hong Kong exercises a high degree of autonomy and the principle of "Hong Kong people administering Hong Kong" in accordance with the Basic Law.
The Hong Kong Special Administrative Government issued the statement today in response to a report by the US Congressional-Executive Commission on China.
The HKSAR Government said exercising this high degree of autonomy demonstrates the successful implementation of the "one country, two systems" principle since Hong Kong's return to the Mainland, which is widely recognised by the international community.
Foreign legislatures should not interfere in Hong Kong's internal affairs, it added.
