The Chief Executive has certain responsibilities and powers in regards to Hong Kong's eight government-subsidised higher education institutions.
Chief Executive CY Leung made the statement to the media at the airport before departing on his official visit to Israel and the UK today.
He said while these tertiary institutions are governed by their respective legislations, the way the laws are written varies. So the extent of government involvement, the Chief Executive’s responsibilities and powers, as well as the responsibilities and powers of an institution’s management and staff, are different.
He said the Chief Executive, as head of the Government, cannot refrain from the responsibilities stated in the law and must act according to it.
The Government will consider the views of students and staff on whether any amendments should be made to an institution's governing structure, he added.
Lastly, he said his visit to Israel and the UK will strengthen bilateral relationships with the two countries, and he will meet officials and business representatives to brief them on Hong Kong’s latest developments.
