Although the Government's political reform package was vetoed by legislators last week, Secretary for Justice Rimsky Yuen today said he feels positive that discussion on the issue has laid a good foundation for future reform dialogue.
He said, despite the disappointment of the veto, at least the community was able to exchange views on the Basic Law, “one country, two systems” and universal suffrage, which will help in restarting constitutional reform discussion.
In response to the feasibility of amending the Basic Law regarding the election of the Chief Executive by universal suffrage, Mr Yuen said that even if it is possible theoretically and legally, the chances of achieving it are low as it is politically impractical.
