Reform decision undisputedly legal

The National People's Congress Standing Committee decision sets out a clear framework on the method for selecting the Chief Executive by universal suffrage, and it has been made strictly in accordance with the Basic Law and constitutional process.

 

This was the message from Secretary for Constitutional & Mainland Affairs Raymond Tam today, who told legislators the decision is undisputedly legally effective.

 

He said the Government will launch the next round of public consultation on the method for selecting the Chief Executive by universal suffrage at an appropriate juncture.

 

He added the Government sincerely hopes that in the next stage all sectors of the community seize the opportunity and make full use of the room for discussion under the Basic Law and the NPCSC decision to seek common ground and forge consensus in a rational and pragmatic manner to realise the goal of selecting the Chief Executive by universal suffrage through one person, one vote in 2017.
