The blockade of roads leading to the Central Government Offices has prevented about 3,000 civil servants from going to work today, Chief Executive CY Leung said.
Mr Leung added that the Government has activated contingency plans. He is working at Government House, while senior officials are stationed in other government offices.
But he noted that about 100 civil servants could not enter the CGO this morning, and some were subjected to protesters' verbal abuse.
Mr Leung called on the protesters to end the blockade and not obstruct government staff from carrying out their duties.
