CE hosts NPCSC officials

Chief Executive CY Leung today hosted a dinner for visiting NPCSC guests Li Fei and Zhang Rongshun at Government House.
Mr Leung thanked them for visiting Hong Kong to exchange views with senior officials, Executive Council and Legislative Council members, department heads and community members.
He said in order to achieve the target of electing the Chief Executive by universal suffrage in 2017, the Hong Kong Government will carry out the constitutional development consultation in strict accordance with Basic Law provisions and relevant NPCSC interpretations and decisions.
"We will also strive to forge a consensus and secure the endorsement of a constitutional reform package by a two-thirds majority of all LegCo Members."
Mr Li and Mr Zhang met with Secretary for Justice Rimsky Yuen at the Queensway Government Offices in the afternoon. Briefing reporters after the meeting, Mr Yuen said they exchanged views on constitutional reform, and noted their visit will focus on legal issues, given their experience with the Basic Law and related legal topics.
He said they did not discuss the civil nomination of Chief Executive election candidates, as the Government will put forward no specific proposals in the upcoming consultation.
They briefly discussed the complex legal issues related to constitutional reform, he added, on which the Government will continue to follow up and consult the public in future. He clarified that the Basic Law and the NPCSC’s decisions and interpretations are the only frameworks for constitutional reform.
They also discussed challenges of Mainland and Hong Kong legislative procedures and prosecutions, and the Shanghai free trade zone. Mr Li said he hoped to have more exchanges in future with Hong Kong officials, including those from the Department of Justice.
