Chief Executive CY Leung says there have been occasions when people have abused the judicial review system to challenge Government policies on housing, land use or political issues.
Mr Leung told reporters before an Executive Council meeting today that while judicial reviews are provided for under Hong Kong's legal system and serve to monitor the Government's work, the system is sometimes abused.
Depending on the nature of the case, the Government and Hong Kong have to pay for such abuses, he added.
